What “free” actually means in a PDF scanner

Scanner ·; Buying ·; Published 15 October 2026

Every scanner app on the store says it is free. Four of the twelve listings we pulled today say something closer to the truth in their own bundle identifier: Lite, or Free. This is a guide to the four places a scanner actually charges you, and a ten-minute test that tells you which one you installed.

We spent a week re-reading the store listings behind the twenty scanning, OCR and PDF apps in our tools index, because the question readers keep asking us is not which scanner is best. It is why a scanner that cost nothing asked for money at the exact moment they needed the file.

The honest answer is that “free” is doing three different jobs in this category, and the listings rarely tell you which one they mean.

Three different claims, one word

Pull the sentences apart and a pattern shows up immediately. These are verbatim from the App Store entries as published in the US store on 15 October 2026.

How twelve scanner listings phrase the word free
App (store title) Bundle identifier What the listing actually claims
Adobe Scan: PDF & Doc Scanner com.adobe.scan.ios “Adobe Scan is free to download”
Mobile Scanner App – Scan PDF com.glority.everlens “a free-to-download and all-in-one scanner app”
CamScanner – PDF Scanner App com.intsig.CamScannerLite “Download this scanner app for free to instantly scan, save, and share”
TurboScan™;: document scanner com.novosoft.TurboScanFree No price claim in the text; the identifier carries the qualifier
Fast Scanner : PDF Doc Scan com.coolmobilesolution.fastscanner.lite “UNLIMITED ANY FEATURES. UNLIMITED NUMBER OF SCAN DOCUMENTS.”
Clear Scan: Doc Scanner App com.nikorn.mobile.ClearScanner “the best FREE document scanning app … Use all the features without having to pay for In-App purchase”
Scanner App: Genius Scan com.geniussoftware.GeniusScan No “free” claim in the opening text at all
SCAN ACE ·; PDF Scanner App com.btgs.scannerhd Feature list only; “Add a watermark to documents for protection” is a tool you use, not one used on you

Read the second column before the third. Observed Four of the twelve bundle identifiers we pulled contain Lite or Free. A bundle identifier is not marketing copy; it is the address the app is installed under, and a vendor that ships a separate paid build usually keeps the free build on a distinct identifier so both can live in the store at once. That is the cheapest structural hint available to you, and it costs one glance at the “App” section of a store page.

Then read the third column as a ladder. “Free to download” is a statement about the install button and nothing else. “Free, and you can use all the features without paying” is a much stronger claim, and the fact that Clear Scan leads with it tells you what shoppers expect from the category. Fast Scanner leads with “UNLIMITED” twice, in capitals, which is the same signal wearing a different hat: page counts are the thing people get caught by.

One caution about the ladder. A listing that never says “free” is not necessarily worse. Genius Scan’s opening text makes no price claim at all, and TurboScan’s free build is a separate product from the paid TurboScan Pro that many people actually want. Absence of marketing language is not a promise either way —; it just means the listing is not the place you will find the answer.

The four places a scanner charges you

Across the twenty entries in our index, the charge is almost always one of four gates. They are independent: an app can be generous on three and brutal on the fourth.

Gate 1 ·; The export watermark

You can scan as much as you like. The moment the PDF leaves the app, a line of branding appears on the page. This is the most common gate in the category and the most expensive one to discover after the fact, because the watermarked file is already in someone else’s inbox. Removing it is what the subscription is usually for.

Gate 2 ·; Pages, batches and documents

A cap on pages per document, documents per day, or pages per batch export. It is invisible until you scan a twelve-page contract. This is the gate that “UNLIMITED NUMBER OF SCAN DOCUMENTS” is answering, and you can infer which apps think it matters by who bothers to say so.

Gate 3 ·; The features that are actually the product

OCR, editing, conversion to Word, signing, cloud sync and scan-to-searchable-PDF are the usual paid line. Note that “OCR included” and “OCR searchable” are not the same claim, and that the useful ones for paperwork tend to sit behind the subscription in every app we looked at. Adobe even labels one of its newer tools as beta in its own listing:

“;The new Digitize tool lets you scan handwritten notes and whiteboards into editable, searchable documents … Currently available in beta.”;Adobe Scan, App Store listing text (US), accessed 15 October 2026.

Gate 4 ·; Ads, accounts and the cloud round trip

The gate that is not a payment. Some free scanners monetise your attention with an ad layer, some require an account before the first export, and some send the image to a server to do the work. All three are costs, and the last one is the one people regret on an ID scan.

The ten-minute test that settles it

We do not run a testing lab, so we will not tell you what a scanner does behind the interface. What we can tell you is the order to check it in, because most people test in the wrong order and only see the paywall after they have photographed their passport.

Set up once, then run it against every scanner you are comparing. It takes about ten minutes per app and it answers gates 1, 2 and 4 without reading a single review.

  1. Turn on airplane mode first. Scan one page and export a PDF with the radio off. If the export completes, the work is happening on the device. If the app insists on a connection to finish the thing it just showed you a preview of, you have learned where your pages go.
  2. Do not create an account until the last step. Note whether capture, crop and export work before sign-in. An app that gates the first export behind registration has a different business from one that gates sync.
  3. Scan four pages in one document, including one card-sized item. Four is enough to hit a per-document page cap; the card is enough to see whether the edge detection invents a border.
  4. Export to PDF, then open the file in a plain viewer —; not the app’s own preview. The watermark lives in the file, and the preview is exactly where it is hidden.
  5. Share the file to another app rather than to the vendor’s cloud. This is where export caps and “upgrade to share” prompts appear.
  6. Now run OCR on one page and search the PDF for a word on it. If search fails, the OCR produced a picture, not text, whatever the listing claimed.
  7. Re-open the document the next day. Ad-supported scanners occasionally unload their own cache; a file you cannot find this afternoon is a file you should not trust with a tax return.

Two things this test will not tell you: how good the image pipeline is, and whether the vendor’s privacy policy survives contact with a subpoena. For the first, look at a scan of a page with small print and a page with a coloured background. For the second, read the policy for the words “service providers” and “analytics”, which is where document images are usually described without ever being named.

A cost nobody advertises: how old the build is

Scanning lives at an awkward intersection of camera pipelines, iOS versions and OCR models, so the update date on a store listing is a real signal rather than a formality. Here is what the same twelve listings showed today.

Version and last-update date, App Store (US), pulled 15 October 2026
App Version Last update Store rating
Adobe Scan 26.10.15 14 Oct 2026 4.88 (1,599,680)

Mobile Scanner App 2.26.2 13 Oct 2026 4.79 (57,219)
CamScanner 7.27.0 8 Oct 2026 4.84 (1,945,472)
iLovePDF 4.1.0 14 Sep 2026 4.76 (51,970)
Foxit PDF Editor 2026.5.1 15 Sep 2026 4.46 (4,762)
Clear Scan: Doc Scanner 10.0.67 30 Aug 2026 4.77 (18,194)
SCAN ACE ·; PDF Scanner 7.2.9 13 May 2026 4.84 (39,229)
PDF Maker – Convert to PDF 2.2.2 22 Jun 2026 4.60 (1,225)
TurboScan™; 3.4.1 14 Apr 2026 4.91 (103,054)
Fast Scanner : PDF Doc Scan 3.8.9 16 Dec 2025 4.78 (6,180)
dScanner: Ai Scan PDF, Doc 1.3.6 23 Aug 2024 4.27 (415)

Two of these deserve a comment, because both are entries we link to. DScanner has not shipped an update in over two years and carries the lowest rating count in the group; a scanner that has not been touched since before the current iOS camera stack is a scanner whose edge detection you will be fixing by hand. TurboScan is the opposite case: an older update date on a mature, well-rated build is not the same problem as a stalled one, and its 4.91 across a hundred thousand ratings is the highest in the table.

Not verified We are reading these as maintenance signals, not as quality scores. A rating count tells you how many people bothered; it does not tell you whether the app watermarks your exports.

What we would install for what job

Not a ranking —; a mapping of job to gate, using the twenty entries in our index.

A one-off PDF of a form, right now, without an account. Start with DScanner or Genius Scan, both of which let you reach a file without signing in first, and accept that you are trading the maintenance risk above for the absence of a wall.

Paperwork you will search later. OCR is the whole job, so this is the one gate worth paying at: Adobe Scan and CamScanner both lead on it, and both put the searchable-output tier where most of the category does.

Receipts for expenses. Different tool, different gate —; the thing you need is export to a spreadsheet or an expense app, which is a category of its own. Do not use a general scanner and retype; that is where errors come from.

A file you already have, just needing pages assembled. Then a scanner is the wrong tool entirely and a PDF builder is the right one, which is why it sits in the same index.

Anything with your identity on it. Run the airplane-mode test first, and if the app fails it, choose another one. There is no feature in this category worth an upload you did not decide to make.

What this article is not

It is not a benchmark. Dlzer does not host installation files, does not receive commission from any app named here, and has no test lab —; so there are no page-per-minute numbers and no image-quality scores in this piece, and any site that gives you those for a scanner is guessing. What we have is the store text, the identifiers, the version dates and the rating counts, all pulled from the US App Store on 15 October 2026, plus a test you can run yourself in ten minutes.

Our listing pages carry their own check date and the source of every figure on them. The scanner entries were last checked on 15 September 2026; the numbers above were pulled again today, and where the two disagree the store is right and the page needs updating. If you spot a claim here that the store no longer supports, tell us and we will fix it and date the fix —; that is the whole content of our transparency page.
